    HLN Consulting
CDC’s Data Modernization Initiative (DMI): Impact on Local Agencies
CDC has launched a data modernization initiative (DMI) focused on improving the data management capacity of public health in the United States. The major focus of this initiative is on investments in both people as well as systems and data to improve public health response. While it initially started with a focus on disease surveillance systems, DMI is quickly expanding to encompass a broader set of public health systems and IT initiatives, including IIS. This presentation will focus on relevance, impact, and prospects for DMI. Topics will include the impact of new funding,; the expiration of pandemic funding,; changing technology standards (e.g., the role of FHIR),; and CDC initiatives like the Northstar Architecture. This presentation will also review barriers and challenges to seeing the vision for DMI come to fruition. For many CDC programs, DMI is about improving ways that CDC acquires data from agencies, and tools and strategies promoted by CDC (particularly early on) may seem more narrowly focused on that goal. But it is important for agencies to look for ways that DMI can improve and strengthen their local infrastructure as well. It is unclear whether DMI will be perceived or experienced as stronger Federal influence or control over public health activities.

Current efforts are focused on long-standing challenges to data access and interoperability that slow the flow of critical data needed for public health threat surveillance and response, research, and patient care. Session attendees will learn how RTI solutions and tools are applied to help accelerate user engagement, improve data access across the data lifecycle, and advance interoperability for federal and state level public health partners, with key takeaways including:

    • Lessons learned from NIH on data commons related to user engagement, data governance and use-case driven approaches can inform current efforts to modernize public health’s data infrastructure.
    • Proven solutions for data standardization (e.g., US Core, USCDI, SMART on FHIR), healthcare interventions (e.g., telehealth, wearables, app development) and reporting (e.g., measure development, CQL-based logic) to support information-based decision making.
    • An introduction to data science solutions and innovations, such as an age prediction algorithm that predicts ages of JUUL’s social media followers and an open-source and freely available coding tool for classifying offense charge codes.
