January 2024 Federal Funding Update

This week, Congress is expected to vote and approve an extension of the current two-tiered continuing resolution (CR) to keep the federal government open, avoiding a partial government shutdown on Jan. 19. It is expected that the President will sign this bill into law shortly thereafter.

Here are key provisions and dates of importance to public health officials.

March 1, 2024

Funding for discretionary programs in the Agriculture Appropriation bill (WIC and FDA) is extended through Mar. 1, 2024, at current levels.

March 8, 2024

Funding for HHS discretionary programs (NIH, CDC, HRSA, SAMHSA) and others such as EPA are extended through Mar. 8, 2024, at current levels. Additional items under the Mar. 8 extension include the following:

  • Compacts of Free Association with the Federated States of Micronesia and the Republic of the Marshall Islands.
  • Assistant Secretary for Preparedness and Response’s direct hire authority for the National Disaster Medical System.
  • Authority for states and tribes to request temporary reassignment for federally funded personnel.
  • Mandatory funding for special diabetes programs, community health centers, National Health Service Corps, Personal Responsibility Education Program, and Teaching Health Centers that operate GME programs.

Other Updates

Both the House of Representatives and the Senate are simultaneously working to finalize the FY24 appropriations bill after the announcement of a budget deal that set funding levels for non-defense discretionary programs at nearly $773 billion. It is important to note that this funding level is aligned with the top line level established as part of the Fiscal Responsibility Act (FRA). Concurrently, we are also monitoring the impact of any additional CRs that extend funding past Apr. 30 and language within the FRA that would trigger sequestration.
