J.T. Lane served as the senior vice president for population health and innovation at the Association of State and Territorial Health Officials until July 2025. In his role, Lane oversaw a team and portfolio of programs focused on state and territorial efforts around ending the HIV epidemic, public health data modernization, public health system research and business intelligence, rural health, primary care, and health system integration, as well as Medicaid and health plan engagements. He also led cross-cutting innovation planning and social determinants of health strategies that were inclusive of all major public and private business sectors.
Lane has nearly 20 years of private and public sector population health, health care, and social sector experience, including eight years of progressive leadership experience in Louisiana’s cabinet agency on health. As a sought-after consultant leader, Lane has supported a variety of local, national, and global organizations — including government, commercial, non-profit, and philanthropic entities — in population health, health care, and human services endeavors. Lane has led these efforts with his keen attention to market analysis, strategic planning and implementation, performance improvement, stakeholder engagement, program and policy development, and public-private partnership development. He has served on a variety of committees and groups to advance health for all Americans, including the America’s Health Rankings Advisory Committee, WellSky Corporate Advisory Board, among others.
