Update on Continuing Resolution

On March 8, 2025, the U.S. House of Representatives released the text of the Full Year Continuing Appropriations and Extensions Act, 2025, to fund the federal government at current levels through the fiscal year ending Sept. 30, 2025. The House passed the bill, which will advance to the Senate for a vote. The situation remains highly fluid in Washington, D.C., and it is difficult to predict whether the Senate will approve this legislation. If the Senate approves the bill, the President will sign it into law. If Congress does not approve a continuing resolution, a partial government shutdown will occur.

Outlook

Following the 217-213 vote by the House of Representatives, this bill is moving to the Senate, where a bipartisan vote of 60 is needed to move it forward. If this legislation becomes law under a year-long CR, the ASTHO team is seeking to better understand if the administration will adhere to the funding tables stipulated in the FY24 joint explanatory statement. It is important to note that the bill does include language requiring the Office of Management and Budget to submit monthly reports (beginning May 15, 2025) to the House and Senate Appropriations committee on all obligations incurred in fiscal year 2025 by each department and agency. ASTHO’s government affairs team is closely monitoring the evolving situation and will share more information as it becomes available with state and territorial health departments.

Public Health Provisions

In addition to extending federal funding through Sept. 30, 2025, the bill includes the following provisions relevant to state and territorial public health:

  • Continues the Department of Health and Human Services requirement to transfer Prevention and Public Health Funding to activities funded in fiscal year 2024.
  • Extends funding for the following programs through Sept. 30, 2025:
    • Community Health Centers
    • Special Diabetes Program
    • Teaching Health Centers that operate a graduate medical education program
    • National Disaster Medical System
    • Sexual Risk Avoidance Education Program
    • Personal Responsibility Education
    • Family-to-Family Health Information Centers
  • Extends the authorization of the following programs through Sept. 30, 2025:
    • Public Health Emergency Fund
    • Biomedical Advanced Research and Development Authority
    • BioShield Special Reserve Fund
    • Public Health Emergency Medical Countermeasures Enterprise
    • National Advisory Committee on Children and Disasters
    • National Advisory Committee on Seniors and Disasters
    • National Disaster Medical System
    • Authority for states and tribes to request temporary reassignment for federally funded personnel
