This resource includes perspectives and approaches to various issues specific to performance management systems as it relates to the unique role of an executive leader, and offers strategies to successfully lead performance management (PM) initiatives within a health agency. The resource provides guidance for leaders interested in facilitating a culture of quality through the strategic use of performance standards, explores challenges experienced during the performance management implementation, provides strategies to address challenges and issues using specific examples from different health departments.

The content in this document was informed by input and guidance from key informant interviews with current and previous state health officials, as well as an environmental scan of resources available in the field.
