Public Health Data Consortium

The Public Health Data Consortium (consortium), a first-of-its-kind public-private partnership, is designed to improve the quality, accessibility, and responsible use of real-world data (RWD) and public health data to support better public health outcomes. This consortium unites ASTHO, public health agencies, and private partners with a shared mission: to address long-standing gaps in access to timely, high-quality data used by public health departments, researchers, health care providers, and payers. The consortium creates a unique partnership that balances innovation with strong governance, public stewardship, and accountability.

Its initial focus is on improving the quality of and access to mortality data, an essential resource for understanding population health trends, informing policy decisions, and responding to emerging public health challenges. ASTHO, HealthVerity, and Veritas Data Research are the founding operating partners. ASTHO is the convener of the consortium and will oversee governance. Veritas and HealthVerity will provide technical capabilities and RWD access to active state and territorial health agencies.

This consortium has multiple benefits to public health state jurisdictions actively participating by providing technical capabilities and access to RWD, while also improving the quality and use of data to improve public health outcomes, among other benefits.

About the Public Health Data Consortium Advisory Network

The Public Health Data Consortium is convening an Advisory Network that is open to external stakeholders that have an interest in the growth and success of this consortium. The network is open to health care organizations, private sector partners, and nonprofit organizations. The network supports the consortium’s mission and provides a structured forum for shared collaboration and input as the consortium’s data, users, and utility expand.

Consortium convener: ASTHO; Consortium Operating Partners: Veritas and health verity. Consortium Members: State and Territorial Agencies

Why the Advisory Network Exists

Public health agencies face persistent challenges in accessing timely, reliable data essential for understanding population health trends and responding to emerging needs. At the same time, many organizations across health care, research, philanthropy, and industry are eager to support public health data infrastructure in ways that are transparent, responsible, and aligned with public priorities, and benefit from access to high quality data that is secure and robustly governed.

The consortium created this network to bridge this gap.

What It Means to Be Part of the Consortium and Advisory Network

Network participants gain insight into the consortium’s progress and priorities while helping shape how data resources are developed, governed, and deployed over time.

Participation is designed to be flexible and inclusive:

  • Public health agencies may participate as active or observing members of the consortium.
  • Nonprofit, health care, philanthropic, and private-sector organizations may participate as sponsors of the network.

The network does not replace formal procurement or regulatory processes. Instead, it provides a transparent forum for collaboration, learning, and early engagement around shared public health data goals.

Why Organizations Choose to Sponsor and Participate in the Network

Sponsors play a critical role in supporting the consortium’s work while gaining meaningful visibility into public health data priorities and challenges.

Benefits of network sponsorship include:

  • Participation in quarterly progress and strategic convenings.
  • Monthly updates on consortium activities and milestones.
  • Opportunities for structured input and consultation with consortium operating partners.
  • Early visibility into emerging data use cases and technical approaches.
  • Reduced licensing costs where applicable for supported use cases.
Inclusion in the public network directory.

Early sponsors can also participate in beta testing of initial mortality data access and provide input into future phases of work.

How to Get Involved

Organizations interested in supporting the Public Health Data Consortium Advisory Network are encouraged to connect with ASTHO to learn more about sponsorship opportunities and participation options.
