Primary Care Office Manual

  • The Primary Care Office Directors Manual provides introductory assistance and reference materials to State or Territorial Primary Care Offices (PCOs). PCOs are units of state or territorial governments generally located within the state health agency. PCO work is managed by a cooperative agreement between the United States Department of Health and Human Services, Health Resources and Services Administration (DHHS/HRSA) and each of the fifty states, the District of Columbia, U.S. Virgin Islands, Pacific Basin, and Puerto Rico.

    The manual includes sections on the introduction on the work of the PCOs; information on structure and organization of federal partners; information on HRSA investments to support primary care access; and a historical overview of HRSA investments in State or Territorial level primary care development.
