This issue brief is intended for use by state and territorial health officials and their leadership teams to introduce recommendations on issues related to the emergence of new smokeless tobacco products, such as electronic cigarettes ("e-cigarettes"). E-Cigarette Messages: Exploring Messages on E-Cigarettes Aimed at Women and Youth

This webinar, hosted by the ASTHO in collaboration with the Association of Maternal and Child Health Programs (AMCHP), the National Association of County & City Health Officials (NACCHO), and the Children's Safety Network, explored messages that have been developed regarding the poisonous threat that e-cigarette liquids pose to young children and the negative effects that nicotine has on brain development in adolescents. Furthermore, we explored public health messages aimed at women before and during pregnancy on the use of e-cigarettes.

Regulating E-Cigarettes in the European Union

In February 2014, the European Parliament approved a new set of rules regulating electronic cigarettes (e-cigarettes). These new rules, slated to take effect in 2016, would ban the advertising of e-cigarettes, limit the nicotine concentration in e-cigarettes, require e-cigarettes to be childproof, and mandate health warning labels on e-cigarettes. On this webinar recording, hear from European leaders about the new e-cigarette regulations, the work at the national and local level that facilitated the movement of these policies, and the unique challenges and opportunities presented by the development and implementation of these new e-cigarette regulations.

E-Cigarettes: A Path to Policy, Perspectives from Local and State Health Departments

ASTHO and NACCHO co-hosted a webinar describing policy efforts on a local and state level addressing e-cigarettes. The webinar provides an overview of e-cigarette products and describes the current status of the FDA in regards to e-cigarette regulation and its implications. Presenters from Minnesota, Chicago, and Seattle & King County review examples of policies specifically addressing e-cigarettes and describe resources that are available to help state and local efforts.

The Hawaii State Department of Health helped implement a new law banning the sale of e-cigarettes to minors.

Guam Addresses Rising E-Cigarette Use with Leadership from Health Director
Facing high levels of e-cigarette use among middle and high school students, the Guam Department of Public Health and Social Services is working with partners to address the issue on the island.

Minnesota Increases Tobacco Taxes to Reduce Smoking
With support from the Minnesota Department of Health and Raise It for Health Coalition, the Minnesota state legislature passed a $1.60 per-pack tax increase for cigarettes and increased taxes on other tobacco products, including e-cigarettes.

ASTHO Encouraged by FDA's Proposed Regulation of E-cigarettes and Other Tobacco Products
On April 24, 2014, FDA released its proposed rules on the regulation of e-cigarettes, cigars, pipe tobacco, hookahs (water pipes), nicotine gels, and certain dissolvables that are not smokeless tobacco. This is an important step in the process of regulating tobacco products currently free of regulation. The FDA currently regulates cigarettes, cigarette tobacco, roll-your-own tobacco, and smokeless tobacco.

ASTHO Urges Regulation of E-Cigarettes
On Oct. 23, 2013 ASTHO sent a letter to FDA Commissioner Margaret Hamburg urging the regulation of electronic cigarettes.
